Provisions of Hubei Province on Preferential Treatment of the Elderly People

(Decree No.181, promulgated on January 1, 1999; modified in accordance with the Decision of the Provincial Government on Modifying Provisions of Hubei Province on Preferential Treatment of the Elderly People on May 15, 2007)

Article 1. With an view to ensuring the preferential treatment of the elderly people and improving the living conditions of the elderly people, these Provisions are formulated in accordance with Law of the People’s Republic of China on the Protection of Rights and Interests of the Aged and Measures of Hubei Province on Implementation of Law of the People’s Republic of China on the Protection of Rights and Interests of the Aged, and in light of the actual situation of the Province.

Article 2. The elderly people over sixty years old within the administrative area of the Province shall enjoy the preferential treatment in accordance with these Provisions.

The elderly people over sixty years old at various levels shall be entitled to the preferential treatment in accordance with these Provisions.

Article 3. The people’s government at all levels shall enhance the guidance of the work in providing the elderly people with the preferential treatment; each of the related administrative departments shall ensure the preferential treatment of the elderly people within the range of their responsibilities; each of the related units and individuals shall provide the elderly people with the preferential treatment in accordance with these Provisions.

Article 4. The elderly people shall be exempted from any charges of the admission tickets (not including the other legal charges) when entering the various parks, monumental cemeteries.

Article 5. Regarding the charge for the admission tickets in the places including the scenic spots, museums, art galleries, science museums, exhibition halls, and the cultural relics visiting places and the religious places open to the public, the elderly people of over sixty years old but less than seventy years old shall be charged for only a half-price and the elderly people of over seventy years old shall be exempted from the charge of the admission tickets.

If it is the Senior Citizen’s Day on October 1 and the Double-Ninth Day (the special day for respecting the elderly people), the elderly people shall be free to visit these afore-mentioned places.

Article 6. Regarding the cinemas (theaters), sports ground (stadium), cultural centers, workers' cultural palaces and clubs, where there is the movie, video, sports match, performance (exception to the national and international activities) and so on and the number of the audiences does not exceed the holding capacity of afore-mentioned places, the elderly people shall enjoy the preferential treatment of the daytime half-price service.

Article 7. Where the elderly people see the doctor in all kinds of medical organs at various levels (including the non-governmental hospitals and the private clinics), the elderly people shall enjoy the preferential treatment of diagnosis, laboratory test, medical examination, fees paying, medicine taking, and hospitalization treatment. And the elderly people over seventy years old shall be exempted from the registration fee for general out-patient service.

Article 8. It shall be free for the elderly people to enjoy the fee-collecting public lavatories.

Article 9. The elderly people over sixty-five years old shall be entitled to take the free ride on the public bus and trolley in the city. If taking a long-distance coach, the elderly people shall have the privilege of purchasing ticket and boarding the vehicle. And the special seats for the elderly people shall be reserved in the waiting room ( hall ) of the long-distance coach stations above county level.

The elderly people that are entitled to enjoy the free-ticket travel shall handle the procedures for the accidental injury insurance.

The local governments at all levels shall provide the special economic compensation for the expenses of the social welfare by the public transportation enterprises in accordance with the relevant stipulations of the State.

Article 10. The railway stations shall permit the elderly people and the aged with moving difficulties to enter into the special waiting room together with their companions, which is particularly set up for the elderly people and the mothers and their babies. If there is not such a special waiting room in the station, the special seats shall be set up and reserved in the ordinary waiting room for the elderly people.

Article 11. The elderly people of over sixty-five years old shall be entitled to travel by ferry boat free of charge. If taking a long-distance boat service, the elderly people shall, by showing their Identity Cards at the ferry terminal, enjoy the privilege of purchasing ticket, entering the waiting room, handling procedures of consigning luggage, and boarding a boat.

Article 12. The units and individuals engaged in the business operation of foods, vegetables and fuels shall be encouraged to provide the elderly people with the preferential treatment. If it is possible, the labor service shall be free.

Article 13. The urban elderly people shall be exempted from the social fund raising burdens and other social labor burdens.

The elderly people family that meets the conditions for a minimum living standard of the urban residents, shall be preferentially adopted in the subsistence security system for urban residents. Regarding those elderly people families that have enjoyed the treatment of the subsistence security system for urban residents and have the special difficulties, the aid and assistance level shall be appropriately raised.

Article 14. The rural elderly people shall be exempted from the burdens of labor and fee collection by the township (town). It is forbidden to collect the various social fund-raising fees from the rural elderly people.
